Complete the Burlingame Ranch puzzle piece by piece

The final phase of the Burlingame Ranch residential area in Aspen is underway, and dozens of prefabricated modules are currently being delivered from a factory in Boise, Idaho.
These modules are boxes that have been manufactured, equipped with everything needed for a livable house-insulation, plasterboard, windows, floors, carpets, faucets, water heaters, stoves, bathtubs and showers, washing machines and dryers, shelves And kitchen sink.
“The only thing missing is the towel hanging on the towel rack, which is already there,” said Dan Bickes, project director of Shaw Construction who visited the site last week. “Interior is where every construction site wastes time; you make up for the time on your structure, and then lose it inside you.”
In this case, the city of Shaw and modular building manufacturer Guerdon LLC are making up time for both parties.
After being delivered to the site, these boxes were placed on the poured foundation by a crane, and then “stitched” together to form 79 one-, two- and three-bedroom units.

Bickes said: “This project, if you look at it from the traditional framework and everything, it is almost a three-year project, and now, this is an 18-month project.”
Aspen City Council decided to take a prefabricated route in 2019 to speed up the delivery of labor housing, where the community lacks labor and is in crisis mode to resettle people.
Chris Everson, senior project manager for the city’s affordable housing development, said that the project is scheduled to start construction in 2022, but elected officials instructed the staff to start it in 2021.
Taking the prefab route will not significantly reduce costs, because there is more preliminary work to coordinate with architects, manufacturers, general contractors, and the city.
“When you are dealing with another party, there is a lot of coordination on the front end; this has a huge impact on schedules and work,” said Rob Schober, the city’s capital assets director. “When you bring another big-name player to a party that has to accept the schedule, it’s just a different process.”
He estimated that building and material costs can be saved by 8% to 12% by implementing the project in modules.
“What it really gets you is a timetable, not an additional year of expenses associated with on-site contractors,” he said. “In theory, quality control is easier and should be better, because everything is done indoors, everything is done on a flat table with overhead pneumatic tools, you don’t have to worry about the weather.”
Guerdon has a 150,000-square-foot factory in Idaho, and the Burlingame Ranch factory in the city is currently producing.
According to Everson, Guerdon has an internal quality assurance process in which modules pass through approximately 13 workstations, and each module must pass a checklist to move on to the next one.
After assembly, the module undergoes plumbing and electrical testing, and meets Colorado’s third-party building code compliance inspection requirements. The city also signed a number of third-party quality assurance contracts and sent representatives to the manufacturing plant.
Schober recently visited the Guerdon factory, which allowed him to make the necessary changes to the project’s Pro-type.
“It gives you the opportunity to make a phone call in person, make some changes and give a thumbs up, and when doing it on the spot, you actually have no chance because it is already done,” he said.
“I’m here to make sure that everything is in order and that the product is working well,” said Robert Gilmore, Guerdon’s site director.
Bickes said that there is a 30 to 45 day interval between production at the Guerdon plant and shipment, which may be faster, but the manufacturing company is facing labor shortages like other industries and is operating at 70% capacity.
Bickes said that he expects the final module to be delivered on site in December, and work will continue into winter. The project’s infrastructure, such as decks, stairs and sidewalks, and underground utility connections will be carried out in spring and summer.
Everson said that with changes in conditions such as weather, labor shortages and COVID-19, the move-in date is a constantly changing target, but it is expected to be in the fall of 2022.
The 8-acre site will have 25 one-bedroom units, 17 two-bedroom units, and 37 three-bedroom units. The site is located opposite Lushan, the highest point in the subdivision, and opposite the Buttermilk Ski Resort.
Upon completion, the third and final phase will complete an urban development community of 258 units, which began in the mid-2000s and cost hundreds of millions of dollars.
The third phase is expected to cost US$48.8 million, which does not include approximately US$10.8 million in historical sunk costs such as land acquisition, outreach, land use approval, and on-site and off-site infrastructure.
